By the way, the internet mustn't have everybody on board. It could simply act as a parallel internet with its own currency/currencies and governance system to easily take care of problem quoted above... this:

And I think such network having its own rules and governance system wouldn't prevent the already established national governments from regulating it(decentrally). The regulations should prevent the network participants from breaking national laws/rules that intend to maintain peace, good behavior, etc
Militaries use this technology already. The same standard or security and efficiency should just be applied to citizens as well.
