you do not need to have paid clients to make a portfolio.
just make a few graphics of random things to show what you can do

artists never get paid first. they just paint for hobby/self entertainment. and then someone spots their work and asks to buy it.
same goes for graphic design. just make something up.
if its store front banners and shop signage. just make up a shop name and design something for it.
heres an idea from homer simpson "hyper.global.mega.net" now go forth and design something around that

if its product design like a milk carton. make up a milk carton for "squirrel milk"

be creative, maybe even funny with a theme that gets you noticed. then people can see what you are capable of

opportunities do not come suddenly but we must be able to sell our talents in the right way and quality work of course by offering ourselves or looking for offers that maybe we can get them in a concept with a good portfolio, so they can see your work

Sometimes life is absolutely different from the way we see it. Proof of work is important to get more client in a field where there are plenty of persons who offers similar services. You need to show what you are made up of so that a client can presumably sense your expertibility of the field. We many person who does not know much about the job so proof of work is need to scrap those who are amateurs.

but that person has just finished learning graphic designing so he has never worked for a single client! Now the challenge comes when the person creates his post here about his services and some people start asking about his past works while he just finished learning and he is trying to get his first customer here!

Do you think it would be easy for that person to be trusted if he had never worked for a client before? How would you interpret this person, would you dare to give him your work?
I was lucky to translate things (although most turned out to not be viable projects) in the earlier days. However, I gave that up for a while due to lack of time. When I came back I've translated a few things for free just to get back in business. One has to think and plan. One has to advertise even his skills. And even so there's no guarantee it will pay off. Then think on the chances of those who don't do anything...
You have just given me a great idea! I think if I believe in what I do, then I can start with a limited-time free service so that people can know me and know my abilities. Perhaps this strategy will help in building my portfolio and I may be trusted! Thanks buddy.

You do not have to offer your services for free... you can start at sites like fiverr and offer cheaper variations of your services for a start, very basic stuff and build up from there. Creative jobs like designing are even more 'customized'. every customers requirements will be different and therefore product different. Just because one person liked your service it does not have any significant impact on how the next customer will perceive your service... this will apply regardless of free or paid. You may end up with false praises in free services which would only work to keep you illusioned.

And proof of past work is more important for larger jobs... if you go for smaller works they will not impact you so much. try looking around at free lance websites like upwork.

I've brought up this topic because I believe there are many people who are capable of doing something but they fail because of their strangeness, I believe there are graphic designers, website designers, Translators, and so on. But they are not given a chance because they have just started offering their services so they do not have any past works to use as proof of what they offer. This has been a challenge for many including me! I ask for advice on this, dear friends.

Suppose a person is a graphic designer, and he decides to post his services here in the forum to get customers, but that person has just finished learning graphic designing so he has never worked for a single client! Now the challenge comes when the person creates his post here about his services and some people start asking about his past works while he just finished learning and he is trying to get his first customer here!

I think you should make a good portfolio, because even though you just finished your studies and didn't have clients, you certainly had a lot of independent projects through your studies, I think you should put those works in your portfolio, so clients could see if they like something.
To je na neki način iskustvo.

You should also need to join some freelancer sites or some micro job sites, there you can also gain a clientele.

Okay i understand your point and will tell you that I have also experience in graphic designing and have used som software like AI and PS and do some freelance work also aside from my job but as you said what about a person who has never worked for any client before and has just started his career and how will he be trusted? The answer is if you are providing your services on the forum and has no real life work experience you will not be trusted because nobody knows you personally here and you will get paid on how you work in the past so you need to have some experience whether it takes some time.In my case i first worked on creating my portfolio with different types of artworks to show someone my work and then worked in some company for some time to gain experience and enhance my portfolio. This work will slowly take time and you need to make different types of banners, portrait, vector art and logos so that you could conceive the clients with it later on.There are many available and nobody's gonna pay to someone they don't know and is just a beginner. We all started from the same levels but your aim should be learning and gaining experience and your work should be appreciated and later on release your thread on forum with some client works and get next projects signed up.

This applies in real world as good as on this forum and I can tell clearly that in most cases the answer is no.

In most cases - for example translations and graphics - one can build a portfolio just translating or designing a few things, whether their are required/paid for or (rather) not. The one can see if they have talent / they can do it right. Without a portfolio I'd see them as just lazy beginners, hence my answer.
