Yea, it's a misleading service. And the service is harmful to project owners as well because of fake voting or using bots detected by the platform would lead down the project by the platform. There are a ton of similar service providers around Telegram. If you are in any project's Telegram groups then often they offer their service. Many people would get scammed as well for their fake votes. It's because most shady projects use that kind of service to misguide investors. Anyway, thanks for sharing with us.
What happened:: Kostek is providing fake vote which I think illegal. It will increase spam/scam as the votes will not be genuine.
It's illegal and those who will avail of their service are scammers and running fake projects, it's hard for a fake project to generate supporters and votes so they are the ones who usually avail of this kind of service, I consider them part of the scammers team, and should be tagged and a flag should be created for them.
If there is demand for this kind of service, such guys will do their work. This means only that their services are in demand by various companies. It is sad but true...

It is certainly unethical service but I would not call it illegal, as nothing is stopping people for having multiple accounts, yes even hundreds of them with different IP addresses.There is no way you can prevent this in the same way like you can't really moderate and prevent spam in bitcointalk forum.
This services will grow if candies and offers from CoinGecko and CoinMakretCap have bigger value.
I wouldn't tag anyone for doing this, but hey that is just me.
Imagine a contest where voting counts, I think that this is going to be a scary thing because people will easily win it even if they don't deserve the win.
This is obviously a shady service being offered, but I have no idea what "votes" are being offered--are these for a contest or to support projects of some sort? I'm curious, as I've never seen votes of any kind being sold here or anywhere else. Seems very much like all those other things that can be purchased to give a false representation of something, e.g., fake reviews on Amazon, fake likes on Youtube, etc.Many crypto users will misunderstand because of this service, because by using this service, a useless project will get a very good rating and will outperform the good projects.
Who in their right mind would invest in something based on an internet community review? I guess a lot of people do just that by listening to anonymous internet personalities on chat boards and whatnot, but this seems a bit different. Can anyone give me a TL;DR explanation?

Many crypto users will misunderstand because of this service, because by using this service, a useless project will get a very good rating and will outperform the good projects. As a result, many investors will face losses by investing in that project. These kinds of services are being sold which is not good news for the crypto community. Thank you for exposing it.

This is scary because that means that they have the power to make the worst projects go at the top in a blink of an eye and at a really low price. Imagine a contest where voting counts, I think that this is going to be a scary thing because people will easily win it even if they don't deserve the win. And this kind of service isn't easily destroyed because they can easily rebuild whenever they get caught.

Maybe you can stop them here but you can't stop them from twitter. Because there are a lot of twitter handles which provide this shit service in the name of giveaway and help shit projects to get more fake votes etc.
However, in OPs case, the rate seems to cheap and too good to be true.

I cannot imagine how needy they are. And they still have a Device and internet access. So, Why they don't try to find a job and try to earn money instead of cheating on the internet. These are the people who can do anything for money. They will become Scammers if they have the chance. Question is, Who bought the Votes? Answers are easy. Scammers. Legit Platform never bought votes because they don't have to. They get votes for their positive works. So, Basically, these guys are helping scammers to scam people. I guess we can call them scammers too because they helping scammers. Anyways, Good catch Shasan. The community should give appropriate feedback on this account.
