Why does the Global Root server check at http://public-root.com/root-server-check/index.htm show "Failed" or "Timeout" for all of the 13 root servers worldwide? In the past many of them would show up solid green, which means "DNS is Up." Some would show solid red which means "DNS is Down."

Why the change?

Does it have to do with my ISP?
