Are purses safe from hacker hacking?

No.

To secure them against online attacks, you should store your coins either on

a) an airgapped PC -- ie. a PC that never gets connected to the internet or another computer network -- for example using the Armory wallet.

b) an offline generated paper wallet.

c) a hardware wallet such as Ledger or Trezor.

Any system that is connected to the internet is at risk of getting potentially compromised. Might be OK for daily expenses, but definitely not recommended for larger amounts or your savings.
