They do want to ban Bitcoin too but I am pretty sure they know that it will be a useless act, because they cant actually ban bitcoin without banning the internet, but they can ban exchanges. I think they also won't do it because exchanges make huge money for Russia.

Not a big deal, I can understand how it feels. I am from India and we have serious restrictions on using PayPal. Any funds we receive (even if $0.001) are directly auto withdrawn in linked bank account due to instructions are given by central bank and that makes us very difficult to send payments from PayPal especially when if we have to send funds without using the credit card.
Bitcoin is really emerging as an aid for this obstacle, let’s hope it will have bright future in the eyes of law.

So now both are available and legal to use again, why it was banned before?
