Venezuela is in serious economic mess and needed influx of fund to help themselves but the way they go about it is questionable, if all oil rich countries go the way of Venezuela what do you think wil happen, though this is just an experiment but this is not done right IMO

Because Venezuelan president is a dictator. They want to avoid the sanction of the USA. Since the money they are using came from drug trafficking and alleged terrorism it makes a lot of noise whether it is good to buy their ICO or not. Basically you can say that USA controls Venezuela so that's why 
Venezuela as a whole is controversial from the perspective of Western media, as is any other country that doesn't toe the neoliberal line. The criticism has nothing to do with crypto.
Venezuela is under pressure of the USA. Partially to leave from under sanctions, they decided to start the coin.
