Yes you can restore Electrum with just the 12 seed phrases but backup superfluous does not happen

A change address has nothing special, It's just like any other address but since your software generate them separately, you should give people the receiving addresses so the wallet could manage everything properly. You will be able to spend whatever you have in your wallet regardless If they are spread between multiple receiving addresses. I'm not sure I get the second question though, by formatting your phone, you're referring to Mycelium? If yes then why you're referring to the change addresses If you're sending using Electrum? but to answer your question, yes, everything is generated from the seed including the change addresses.

Sorry I didn't state carefully regarding my second question.
If i were to format my phone with Electrum wallet in it, since that change address of 0.2 BTC is in Electrum wallet, would I still be able to spend the 0.2 BTC I have in that change address after reformatting my phone and restore Electrum with just the 12 seed phrases? Or do I need to do some extra backup?

You can give out the change address as it can receive bitcoins: after all that's how the change address got the .2 in the first place. However it won't matter because you're consuming multiple tx inputs for the transaction and thus the size will be the same as if you were to receive the btc to a different address.

Not sure about seed stuff, someone else can help answer.

Lets say I have 2 mobile wallet, Electrum and Mycelium. I sent 0.8 BTC from my Electrum wallet (which has 1 BTC on that address) to my Mycelium address. So 0.8 BTC will be going to my Mycelium address, and the remaining 0.2 BTC will be going to my new change address.

I have 2 questions regarding this new change address which contains 0.2 BTC.

1) Can I give out this new change address to other people so that they can send bitcoin to that address, so that I can spend whatever amount I have in this change address (0.2 BTC + future bitcoins received on this change address) in future?

2) If I were to format my phone, and then recover my wallet using the 12 seed phrases, am I able to see/spend this change address which has 0.2 BTC? Or do I need to do any backup?
