You can't change the rules after the fact for the same reason why you can't self-mod a thread after you created it as it wouldn't be fair. As shorena said, just lock the thread and create a new one (and ideally self-mod it if you want to inact your own rules).

Why not? It isn't retroactive.

The wording of the rule does not allow it.

In the example there is also a quote by theymos that this was mostly replaced by self mod threads. I would think the same applies. If you want a local rule (or a self moderated thread) you have to do so when you create the thread.

If I create a thread, can I post something like "all posts after this post must follow this new local rule" and will that be enforced by mods as local rules in the Op are?

If you mean, if you post in the OP "All posts must be in this format" or "No posts about this topic will be allowed in this thread" Then yes, that is a local rule to the thread, and people violating that rule will have their posts removed if reported. If you mean to make it complicated and say "all posts after post #3 must be *insert rule*" that is probably a little unnecessary.

That said, keep your request reasonable. If its something like, no posts with the word "the" are allowed in this thread, the local moderator might ignore it. If you want to set a rule that might be hard for a moderator to moderate, or you want to have the posts deleted promptly, I'd recommend making the thread self moderated. But something like the examples I gave above are fine.
Yeah this plus no one is going to find it worth posting in a thread run by a petty tyrant.  Similar to self moderated threads which are even more annoying.

In other words I could make myself into something like a mini-moderator. This could really turn into a game, for instance I could go to the offtopic section and write a topic like 'Ten horrible farting experiences' and inform everyone they can only post about their embarrassing farting experiences and their post must include the keyword 'fart' at least three times.

I mean like the thread already has several posts already and I notice a trend in those posts that I don't like, e.g. they are posting about a related topic that I don't want the discussion to be about. Then I post a new post (e.g. post #34) with something like "all posts after this one cannot be about X topic".

AFAIK you have to lock and restart the thread.
