I never heard that EU council is working for a regulation. But for future effects of scam ICO's China Ban is not bad at all.
At least we need self regulations for ICO structure. There are too many people losing money with them

They gave news about Draghi's speech. He said a regulation on the way in EU structure. So this means, Europeans will ban ICO projects too.

Recently I have been hearing allot of talk about ''upcoming regulations'', so far from what I read browsing different articles and reports most remarks are targeted towards the SEC which is a USA based regulatory body. I can't really find much on the EU and I certainly don't expect that any USA laws on ICO regulation will apply to any EU nations.
Are there any reports/articles that specifically conclude how these regulations are going to be applied? Rules, laws, moniterisation?

Also does anyone know if the EU council is working on something similar?
