It looks like you're wanting to exchange them to Paypal and that in itself is risky, no matter what exchange/platform you use because you can't cover yourself from chargeback which can be done upto 180 days.

On localbitcoin you may find local traders who do cash trades, which is the safest option imho.

You can use localbitcoins as some say, also coinbase (have to give personal data) or Xapo or some BTC/USD exchange. I guess you can also try to exchange them in forum, but do not know if that would be too risky.

Simply, convert your btc to Fiat using localbitcoins.com.They're a few traders who directly send funds to your paypal account, since the  traders are verified and escrow is provided I think localbitcoins would be a good place if its urgent as you say.Regarding the USDT, I did not understand what you mean ?Have you bought USDT's for bitcoins ? If yes, then sell them for btc's again and the btc's can be converted to paypal as mentioned above.
i m going to try localbitcoins as u Suggested , I hate the fact that there is allwas risk --
I did not buy usdt I just wanted some clarification.

USDT is pegged pretty well to the USD $$ and it is pretty much designed to be USD by proxy with the capabilities of a crypto coin.

What you see in poloniex as USDT is called Tether. It's just an altcoin and not USD as in $$$ fiat.

Better use an exchange as Bitstamp or Bitfinex or Kraken as they are real BTC/USD exchanges.
