You are the one who will pay, so it depends on you which manager will you choose. But if you want to maintain quality works, then, of course, you have to choose someone from good quality and reputed managers. Regarding fund management, I don't think any reputed manager will manage without escrow funds from such as brand new companies. If the company is well-reputed and the manager thinks he is safe even manage the campaign without escrow funds then they would manage. For me, I do not manage without escrow funds without reputed companies.

Everyone will suggest their favorite managers, which doesn't mean you have to select only from any single suggestion. Just take look at all of their portfolio and engage with someone that you think perfect for your company.

Soon, my product, monero.cx (still not ready for public use yet) will be announced here. So, naturally, I am interested in signature campaigns. A lot of the information I can find on managers is outdated, so my questions are-

For a signature campaign manager, they hold the funds, and manage participants? Any recommendations for one?

I see that most of the current signature campaigns on the main thread are only open for higher level members. Is this open for our decision to decide which levels will be eligible?

Of course you can set up the rules you are the one paying the campaign, you can decide who to accept and where participants can post and how many posts they can contribute, the campaign manager can suggest to make the campaign progressive and maximize the exposure of the project, just hire the best manager and your campaign will be in good hands.

If you don't want to deal with the frustrations that come with running a signature campaign, I strongly advise you to hire a reputable manager to handle it for you. @Lordhermes have already given you a link to the topic where you can find a good manager. Additionally, in Services section you can find the individual topics of most active managers where you can see a portfolio of their current and past campaigns.
I don't want to single out anyone in particular; all I can say is that the campaign manager with whom I am currently working will do his job professionally and courteously.

You have complete control over who you recruit for your campaign. Just keep in mind that signature limits vary by forum rank. As a result, as @SFR10 previously indicated, members with a forum rank below the Member rank are unable to carry active links in their signatures.
I suggest that you discuss these and other technical details with your chosen manager, as he is much more familiar with the subject.

For most of the campaigns, the manager itself holding the funds or they will use escrow as well on certain cases. I you want to accept lower rank level members of bitcointalk then its your wish but only member rank and above is having signature with clickable links so anything below is waste of time.

It's a free market.

You can do whatever you want. You can choose to hold your own funds if you want. You can accept Jr. Members, even newbies if you so wished. It's your funds and ultimately, you have the right to choose.

But question really is whether

a) You can find a campaign manager that would be willing to comply with your terms and
b) A bunch of posters who will post quality content for the conditions that you've outlined (i.e., no escrow)?

Again, it's totally up to you. But if you want to run a quality campaign that will actually generate results, ask yourself the above questions.

You can check out the Service board for a Campaign managers, their portfolios are posted in there so you can see who you think is the best for your campaign. The reason for the level is that lower levels can't wear an avatar and an aesthetically pleasing signature so most campaigns look for the higher ranks because they can display better signatures and avatars but that depends what the campaign manager wants. Yes, that's usually the case [it's either them or an escrow provider]... Alternatively, if you prefer paying participants yourself, I would suggest escrowing enough funds to cover the cost for at least one to two weeks, then simply be the one to process payments and when the campaign comes to a halt, you can ask for those funds back.

Yes [almost]... Apart from a Newbie rank, other ranks have signature fields in their profiles but ideally, you shouldn't go lower than Member rank if you want to include links in their signatures [rank limitations].

you must first clarify who is doing what. In this case, you are the owner of the campaign and the rules must be tailored to you and all this must be in accordance with the rules of the forum.
The campaign manager is your employee, you pay them for doing some job.
since they have more experience, you better leave it to them to run the entire campaign with some small suggestions. In your case, because you are new here, escrow is mandatory (the campaign manager can doing that).

Is better to choose a signature campaign manager that holds your fund and run a signature campaign on behalf of your company.  Because they know much better upon choosing good poster participants and not the spammy one.  However, you can able to run a signature campaign under your management if you want but you need to use escrow here to hold the fund (for safety precaution for the participants not to scam), but the problem is if you don't have experience yet and don't have familiarity with the forum rule, it might easy to pick a good and reputable campaign manager, they can manage well and there's no need to use escrow.

Contacting signature campaign managers and how your campaign will run will be discussed between you and the managers, manager arranges the number of participants that would be needed for your examined total funds for the campaigns, therefore it is the work of the manager to select ranks that would fit promoting your products.

Also, you will decide if you will be liking to pay participants in Bitcoin or in altcoin, either any coin of payments can let you have a signature campaign for your project.

You can decide whom you want to pay but keep in mind that those requirements are there for a reason. This forum is full of spammers who would love nothing more than type (or even copy-paste) a few sentences from a throwaway account for a chance to earn a few satoshis. But ultimately you can do whatever you want as long as it's within forum rules (otherwise can lead to bans) and is not scammy (otherwise can lead to red trust).

It is up to you to define your needs with the manager and he will create a plan that will meet your expectations with different criteria to meet them. You can of course give recommendations or directives for the campaign. Eventually, he will tell you what he thinks about and may bring his own.

The manager does not necessarily keep the funds. There have been many campaigns where this was not the case. The manager does everything except for the payments which are made by the owner.
Better to tell you that some members don't trust a new site that doesn't want the manager to keep the money to make the payments, they often ask for an escrow.

About the outdated information on managers, you can always contact them and/or check the ones currently active. I'm sure you will receive several PMs after this topic.
