Total supply of tokens is used when calculating market cap and that's why it's considered. I'll just go to talking about market cap now. There can be no fixed definition of low or high, it all depends on the function and potential of the project. The best way to consider it is to look towards the competition. Generally anything under 10m would be quite low in terms of an ICO goal, under 1m-2m would be really quite low.

Mostly all ICO campaign need an low hard cap investment offering before they suggest to proceed in hard cap public sale ,to test if many more investor would catch up there marketing promotion,but if they find out that the ICO is succesfull they continue to sold all coins until there's nothing left,and they declare success,but in terms of better to invest than in low hard cap than in high hard cap,so that you can easily get an ROI ,i thinks if im not mistaken soft cap and hardcap public sale is same in terms of return of investment,because disame you still waiting the percentage of all profit.
