Assuming you are ETH mining? Use Phoenixminer with these settings

Do you use a custom bios or mem strap ?

Sorry for not getting back earlier.. With the above miner on Windows 10, it doesnt matter if you have modded the GPU BIOS with custom memory timings, as the miner itself does it for you. Basically, the -rxboost and -mt switches do this for you.
You need to start the miner as administrator for this to work. Start cmd.exe by right-clicking it and run as admininistrator. Then you can run the miner in that command window. This should work. You can then tune the values that works the best with your card as every card is different.
I have 2 Gigabyte (micron) cards on the same PC and they do about 30MH/s with the same config. weird
