i dont think if there are any genuine site like that
None of the ICO rating sites ask money for rating your ico or for giving 5 stars. They ask money to display your ico in the front page of their sites so that your ico gets better exposure and that option is called premium . But even you chose premium option, your rating wont change. You will get the rating according to your ico structure.
It would be interesting to see which ICO review sites actively ask for payment for better reviews/promotion. Care to share which ones have done so in the past?

We are looking for ICO rating sites that are solid to submit our ICO to for HONEST RATING, we DO NOT want fake, scammy, "PAY ME FOR 5 STAR RATINGS" nonsense, we have an extremely solid ICO and only looking for solid individuals who have contacts and access that can assist.
