If you have nothing more then your account as collateral then you will not be able to get a .2 loan. Lenders tend to lend much less when using full member accounts as collateral

Do you have more legit collateral such as altcoin, cloud mining shares etc? It's the best I can do.
I guess I could do my PD account with 96~ refs and .4BTC ref commissions (nothing in the account of course, i've used all ref commissions)

And your account cannot be six months old. It has not been 6 months since the launch of pd3.
