If your computer won't recognize it, then you'll probably need the help of a professional to try to recover any data on it.
It's probably not going to be worth paying a professional $20, $50, or more to recover a wallet that golds $12 worth of Bitcoin. Even those cables cost at least $5-$10, if not more. it will be worth it if Bitcoin's price explodes and increases by many X one day. Currently, it isn't. His best bet is to try it himself.

It's sad that after so many years people tend to rely on digital backups so much with no physical copy of important data.

So you have an old laptop which won't turn on, but which has your seed phrase saved on it? In that case I would open it up, take out the hard drive, and mount it as an external drive to your current computer. You'll need to buy the appropriate cable on Amazon or a local electronics shop, such as a SATA to USB cable or NVMe to USB cable, depending on the exact model of the hard drive in question. If your computer recognizes it, then the first thing to do is to make a complete clone of the drive so you don't accidentally overwrite any crucial information. If your computer won't recognize it, then you'll probably need the help of a professional to try to recover any data on it.

If you managed to recover your wallet file and subsequently your keys and coins you may want to think about creating a new wallet in Electrum with a new seed phrase and then send those coins on-chain to one of the addresses from this new wallet so that you can be sure there is no risk of anybody else (like the repair guys) having your keys.

First thing is, your Electrum wallet wasn't an account like a bank, there's no central server that hodls the wallet/funds.
That said, no one can restore a wallet aside from the owner (yourself) by using its backup like the "Seed Phrase", wallet file or private keys.

If you think the amount of Bitcoin ($12?) is worth recovering, you can ask the "repairer" if they can recover the files from the disk. Doing the recovery yourself is risky.
The sole file that you need is the wallet file that has the same name as your wallet (default name: default_wallet, wallet_1, wallet_2, ...)

I created the account on windows 10 and then got my phrase and saved in into my laptop. few days later my laptop started having issues (it was not turning on)and i took it to the repairer, when i came to get it he told me that the issue was my hard disk and i had to get a new one which i did. then i took that opportunity to install kali linux cause windows was getting boring for me. well here i am now trying to find if there is even a way to get my account back cause i have lost the phrase to it and more importantly i bought roughly 12 dollars btc inside first was 2 dollars and the next one was 10 dollars. i used this website Ecurrency4u.com to buy it. i dont know if this would be of help to you to help trace my account but i would love it if i could get my account back
