Update: After trying to install Windows 7 and install all Microsoft .net framework and VC redistribution and several windows update the error is still the same it doesn't work the OP error is the same as mine.
That's because python 3.9 will not work on Windows 7.
Electrum binaries for Windows are bundled with python and since Electrum v4.2.0, the bundled python version was upgraded to 3.9.10.

Would you mind to try to install the visual redistribution C++ from 2015, 2017, 2019, and 2022 and see if the latest version of Electrum will work.
The last version of Electrum that I used before with Windows 7 64bit is 3.3.8 before I can't able to use or install it but after installing 2015, 2017, and 2019 redistribution Electrum work well.

What I would like OP to try if he wants to use the latest version of Electrum upgrading to windows 10 would be the best solution you can choose the home version of Windows 10 if you don't want more resources used in your system low-end PC should work with the home 32bit version.

thanks for the tips, but I don't very unfamiliar use Linux, i don't familiar with commands, and I never used it in my life, I'm afraid I'll be making any step and carelessly delete any detail -snip-
Alternatively, you can use Tails OS and make it portable. So, it doesn't need to be installed on a PC and run Electrum on that OS.
You don't need to delve into Tails OS in detail. Just learn until the part where you can use a wallet like Electrum on the OS.

No offense, but i find what you're doing is very unusual. You bother use mixer (even though you couldn't send it to exchange without risking your account got locked and get asked lots of personal imitation), but still use Windows 10 which is known for poor privacy and data collection[1].

You learned how to use Bitcoin, Tor Browser and mixing Bitcoin, so you definitely capable to learn Linux if you're willing to spare some time. Aside from @pooya87 suggestion to use live mode, you also could try Linux OS using virtual machine software (such as VirtualBox).

A good point. But I still think it is worth the effort to start learning more about how Linux works. Besides there are certain distributions like Ubuntu that have made a lot of effort to make things very user friendly so that you don't need to learn much.
Maybe start slowly, play around with in live mode without installing and get a feeling of things.

I don't use it to store my wallet, because I know the risk. I have another PC windows 10 which I used for an activity my crypto. when you look the previous post I used electrum on windows 10 to store a private key from a mixer

Technically Windows should not be considered secure for any bitcoin related thing that requires security such as creating and storing your bitcoin wallet. It  doesn't matter if it is an outdated Windows 7 or the new Windows 10. Since it is closed source and Microsoft is known for its datamining and placement of intentional backdoors, their OS products have always been insecure.

Use Linux if you want security, it is open source and at lot safer.

@Sarah Azhari, if you have any serious intentions about Bitcoin, then don't consider Windows 7 as an operating system option at all, it's just an additional risk in addition to the fact that you will probably use Electrum as a hot wallet. If you want, you can download and install Windows 10, which is basically free to use, with some very minor restrictions if you don't buy a license.

You received some good advice that can solve your problem, but whatever you do in life, try to do it the right way, because every mistake you make can cost you dearly in the future.

I would not try to use old versions of Electrum (well, I don't use such old Windows either, since it's a security risk). However, some options OP may want to take into consideration would be:
* if he's tech savvy, install a Linux onto a (new) partition for this job (Electrum)
* if he's tech savvy, install a VM Virtual box and inside that either a new windows (last time I've checked Win 10 can be used for free), either a Linux. And Electrum.
* try to give a chance to another make of wallet, which may work with Win7, works (among other options) with Electrum server... and it's also open source: https://sparrowwallet.com/

Husna QA is correct, they only dropped support in v4.2.1 but the issues are initially brought in v4.2.0.
Plus Electrum 4.2.0 is already bundled with python 3.9, v3.9.10 specifically.

Here's the full release notes regarding that update:

Version 4.2.0 already unintentionally broke compatibility with
Win7 and there is no easy way to restore and maintain support.

Currently, Windows 7 users can still use Electrum v4.1.5. You can download it from the official link here:

Install the service packs and try again if they're not installed already. (your version on system in control panel will say Windows 7 service pack 1 if it has it installed).

For Windows 7, try using Electrum v4.1.5.
Like @jackg, I recommend you use an OS newer than Windows 7.

Existing users can keep using version 4.1.5 for now, but should
consider upgrading or changing their OS.
Win8.1 still works but only Win10 is regularly tested.

You'd be best getting a version of Windows 10/11 or Linux for running things crypto related though while keeping your favourite operating system for things you don't mind having all the potential security vulnerabilities for.

I've downloaded electrum version 4.3.1, but I can't run th exe

The program can't start becuase api-ms-win-core-path-l1-1-0.dll is missing from your computer. Try reinstall the program to fix this problem

Error Loading Python DLL
'C:\user\................\ME..\python39.dll
Loadlibrary: The specified module could not be found


What should I do?, how do i run the wallet, I still love windows 7 64 bit.
