Do you mean File menu -> Receive Addresses? The addresses shown are what's stored locally in the wallet, whether anything was received on them or not. It doesn't depend on being in sync.
The keypool AdolfinWolf mentioned are addresses that are pre-generated and aren't shown until you "create" a new receive address in the GUI. They are stored in the wallet file.
I don't know about older versions.

I believe they'll only generate more adresses if your keypool is empty/almost empty, so that depends on how much transactions you've done. I'm not entirely sure when it starts to generate more adresses, but i believe there's a 100, or 1000 default pregenerated ones.
