Usually you have to ask a code to your operator
If the sim is deactivated and can't reactivate the sim card, then how to migrate the sim from one network to another and how OP will contact with the operator without reactivating the sim card? I think for this OP should first reactivate the sim card and then s/he would be able to migrate the sim card from one operator to another.
You didn't get it bro, he wouldn't migrate his sim card, but just his phone number. Sim jackers don't need your sim card to hijack your phone number, he can get another sim card at the same operator or a new one, if his number is still working.

Actually yes, problem is that sim card is expiried and there is no way to reactivate it, I checked all options with operator(s). Thanks anyway, if I find service or way how to do this, I'll post here, so we can close the topic, in meantime, any advice is more than welcome. thank you guys.
Your phone number doesn't belong to your SIM card, you can change your SIM card and even your operator in most countries and keep your phone number, it's called the Mobile number portability. Usually you have to ask a code to your operator (a Porting Authorisation Code) and give this code to your new operator to allow it to make the portability. So if your phone number is still working you could try to change your operator in order to get a new SIM card for this phone number.

The point of 2FA is that nobody can access it without having the right device. You'll need to find other ways to change access codes.
That's why SMS 2FA is not the most secure method, you can be SIM jacked.

Where does the OP mention that he needs a temporary number to activate services?
OP never mentioned about temporary number/numbers and also OP does not need such a virtual number/numbers. @OP you have to contact with your sim provider's support I think only support team can help you in this case. And if you find out forwarding option, yet it will not work as your sim card has been expired.

if you are looking for temporary phone numbers for social media accounts, I suggest you ---> smspva.com, you can rent a virtual number and receive messages on it (not your real number.)

Where does the OP mention that he needs a temporary number to activate services?
He may need these temp numbers in the future but first he needs to access his sim messages so that he can activate his accounts. If the sim is disabled, there is no way the message can land on the sim. You need to activate the sim first. Any problem in doing the activation if the sim

If you have another phone/ friend phone, put that SIM on it, and then forward SMS to your SIM card?
But if the SIM does not work, no one can help you except ISP.

For this to be possible, your phone service provider has to forward the SMS you receive to a third party. This shouldn't happen for security and privacy sake.

You need to tell the reason for this otherwise one may consider that you want to access anyone's SMS through the web, as you don't have access to others person's phones.
Anyways, the solution for this is not a generic one and you need to consult your service provider if they offer the web bases access to the message. In my country, none of the operator offer this service.
