You can use coinbase to buy bitcoin instantly with following payment methods

They support Netherlands  and you can easily buy/sell bitcoin there.

If you like to have peer 2 peer trade, search for some local guy near by you in localbitcoins.com or in paxful.com
But only deal with trusted guy (with lots of trade and positive feedback)

We have a section on the forums called "Currency exchange" where you could make a thread with how much you want to buy, your rates, payment method etc.
It definitely going to be hard for you though, PayPal is a reversible payment method so people may not trust you. Paybis.com is a new exchange that you may want to look into, an ID verification is needed though.

It could be hard to help you without more details (like your country, payment method you are planning to use). I will try to give a details answer though.

If you are going to take the above advice then take a look here for the ATMs location: https://coinatmradar.com/ . Coinbase went too far lately and they are now requesting live cam in order to verify users (+ the ID) If you don't really care about privacy, then using them won't hurt, they are a reputable service (they don't support much countries though)

Alternatively, I would suggest trading with individuals on the forums If you have payment methods like Skrill, Neteller, Payoneer, PayPal, Western Union, etc. The rates are always better because there is no third party to take additional fees.

I need to recharge a wallet of another person.
I was thinking to use bitcoin local seller or bitcoincentral or coibase but i read online a lot of bad feedback about issues and assistance.
At this point i am confused, what would you suggest me? i can try to make my own wallet but would prefer the quicker and cheaper solution to convert xxx$ to bictoin

You could check if there are any Bitcoin ATM in your area. If so, those are a pretty good way to get fiat converted to bitcoin. Alternatively, I'd recommend looking into localbitcoins or coinbase.
