But I don't want to hold BTC (or whatever coin) to short it. Here I am on Kraken trying to short DASH. It says I have insufficient funds when I have like $10K for a $1274 trade. Why does this happen? Why can't I sell short a coin like DASH or BTC?

you can try with poloniex, kraken, or bitmex. i have good experience with three of them and for me, that three site is helping me to make profit although its not too big. but before you trade in that site, make sure that you are verified member so you don't have to get any bad experience in future and you can trade without worries.
The other option is coinbase and cex.io if you really want to hold your usd and buy bitcoin whenever you want..
For now the price of bitcoin is really cheap and i think we will still experience of slowly decreases so if you already had usd funds you can buy bitcoin instantly the amount you want.. and a cheap price of bitcoin..

can someone recommend a good exchange where I can hold US dollars and short BTC with it? seems to be difficult to do for some reason.
Margin trading is available on Poloniex and you can hold US dollars there. I personally have not made any margin trades so I can't say for sure whether their platform for those kinds of trades is user friendly or not. However, I do other trading on that site and it seems to work for me and it has a pretty good reputation.
There will be loans for short sales and the rates will vary based on what rates other customers on the site are willing to lend their bitcoins or other cryptocurrencies for so you may get a low percentage loan one day but a high one the next. Also, you may need to fund your account with Bitcoins and then convert to US dollars.
