I am curious to know how you have a 17-word recovery phrase?
Wallets created in blockchain.com before 2016 had a seed phrase including 16-17 words.

In 2016, blockchain.com wallet was upgraded to BIP39 hierarchical deterministic wallet.
OP has probably created the wallet before that upgrade and should follow LoyceV's suggestion to recover it.

I am curious to know how you have a 17-word recovery phrase? Had you create it by yourself or someone else gave you that and wallet password as well. If it's 17 words only and the wallet was created by you, then most likely it's for recover your password, not your wallet. As instructed above, you may try yourself. But if wallet credentials are given by others, then the smell is something else. The best practice is to try will all possible passwords. Best of luck.

Why not tell us what website you are trying to recover your wallet with your 17 words passphrase?

17 words seed phrase is generated mostly on Blockchain wallet and if you want to convert them into 12 words seed then there is no way to do that.
I suggest you follow what others said above by clicking the recovery and paste your 17 words seed phrase and then it will show the login link including the password.

Now if you want to have a 12 words seed phrase then download Electrum from here https://electrum.org/#download It will generate 12 words seed phrase.

After you generated a wallet from Electrum the funds you recover from blockchain, you can send them all to your Electrum. Make sure that you have 12 words seed backup for future recovery.

I have the 17 word backup passphrase,
Sounds very much like an old blockchain.info (now blockchain.com) password recovery mnemonic. Use the recovery page here: https://login.blockchain.com/wallet/forgot-password

Note that you will still need to know your wallet-ID (and any "second password") to be able to recover your funds.

I have also recorded the resovery passphrase words
I'm not sure what you have here... how is your "resovery passphrase words" different from your "17 word backup passphrase"? Huh

Is one 12 words long and one 17? Huh

17 word backup passphrase? I don't believe that's a very "standard" number - usually the seed phrases are either 12, 18 and 24 long. If you had 19 we could assume that you added an additional seed phrase just to increase it's security, but there's no chance that you'll be able to work with just 17. You could, of course, brute force for the 18th word since the possibilities are narrowed down, but I feel like we need more information to keep on.

What client are you using? You mention some kind of website, what is the one you're trying to use, could you links us to that one?

Also, be aware, no real and trustful website will ask you for any seed phrase of your wallet - if they do they are likely a scam so please proceed with caution. I would recommend you stop entering any kind of information in whatever website you're using and instead let us know a little more about your situation - when you created the wallet, with which program ...
