You can make your own decision, and I think merit abuse is not a big offense, an account deserves a 2nd chance especially if that certain account are use to join forum campaign, that's their life,.. but like I said, it's your decision, you can remove it or not based on your judgement.

In case of merit abuser I would ignore.
I believe that if the user decide to change his behavior he can create a new account and start over.
If he has a legendary account and is selling or abusing merit he just doesn't deserve that rank
He has to earn it.

It depends on the condition. There some instances where you can really see that the culprit is not getting cocky and is trying as much as possible to change their ways.

I would give almost anyone another chance, except in case if they are using many farmed accounts for cheating.
I changed some of my red trust to neutral, and I also removed some, also if I made a mistake, or member name and profile where abused by someone else.
It should be noted that some people are also abusing red trust, and using their alt accounts for that.

If I have left negative feedback for a no collateral loan, I give them another chance if they don't ask for additional loans, and stay active for 30 days.

Declaring such conditions is often counterproductive (cheating etc) so you're probably better off just saying "I'll review it in 3 (or 6 or 12) months" if it's something that you're actually willing to do.
I don't think it's unethical but merit has nothing to do with trust so maybe not the best criteria.

Your offer for rocku12345 can't be blackmail since you're not threatening to reveal any secrets and you're not demanding any benefit for yourself, so I don't think that accusation has any basis.
If the feedback left by you then it's your call on how to handle it. I don't think anyone should have any question about it. If you think something will be justified by any condition then go for it.

Some users fall into the mistake of buying merits but If you think he's a qualified user, removing his red trust is your personal decision.

Personally, I ignore such messages.
And I consider all this "trade" conditions unfair and a little unethical. The conditions should be the same for everyone - a good trust feedback describes only facts. If a person has done something bad, then subsequent good actions in no way cancel this fact.
Therefore, if a person has changed for the better, then I think it is right to give him a new positive review, but not to remove the old one. This is fair.
