Have each user provide a bitcoin address where they want refunds sent before you send them a funding address.  That way if they send you to much bitcoin, you have somewhere to send the refund.

If they pay directly from mt.gox there's a problem. The money sent back won't go to the one who sent them.

Hi,
         I'm starting a new bitcoin service and I'd like to start it by limiting accounts to only having 2 BTC to prevent liability. There's no way to refuse a bitcoin transaction is there? If I generate a unique address per user and they send it 5 BTC, would you guys recommend auto refunding 3 BTC (after the original transaction has three confirmations), or is that problematic?
