Yes that's great initiative by one of the biggest Asia's firm, There is only Ambani's who can influence the govt. to think about blockchain implementation in to the system. We really need block chain integration in India. We know that India is growing country that by regulating the blockchain, India can easily attract foreign investment. you can take example of - Singapore,Malta, Estonia etc. most the prominent blockchain firms have HQ in these countries.

Telegram desktop app and even android app is working fine but it doesn't open in Chrome browser as the ISP is banned I guess while I use Opera and it works fine with VPN.

Regarding the article, Ambani has had a profit of ₹8.4 billion this year with Jio and there were rumors of it going in loss but it's not. It's other telecoms facing loss due to Jio like BSNL. Also, him adopting blockchain technology is not so positive as there is no ban on the technology but the currency is under scrutiny.

Really it was a good move to Indian top  businessman going to adoption of blockchain technology, and it will be helpful for get a regulation for Indian government and more Indian business going to adoption In future.
Why you guys are linking blockchain adoption with crypto adoption?

If government want they can implement the blockchain on every public sector even on the voting polls.

I don't think ambhani will enters into crypto market, already Jio network is in huge loss so ambhani is selling his fuel industry to reduce the loan burden and also allowing foreign investors to share the jio.

I am using telegram app, nothing wrong with it but while opening on window of a brwoser it blocked
I don't know if the Jio network is in a loss or not but I did dig up a little to find out that Reliance is selling 20% of it's oil-to-chemical industry to Saudi Aramco.
The amount is not so huge for Amabni since he is so rich. Besides that, Saudi Aramco is going to be a subsidary of Reliance as per their agreement.
So this is considered as a win win situation for both the companies. According to me, it's just a new strategy that Ambani is implementing.

There is no doubt Ambani is most richest person of India but he do you have many more dams which is being so much burden to him since when he launch jio network.people are getting more benefits since jio network was implemented because everything was free for one year and most of the things are very cheaper until now but he want funds to manage those thing until the at work ok going to be in profit but it will take more time that is why he is selling and allowing foreign investors to share the burden.

I realise this from every video article related to economic condition of recent India.

As for the Telegram issue, the IP is blocked only on Web browser and specifically for the Jio network.
Jio did respond that they are following the instrucitons by the govenment but if that was the case then why did the other ISPs didn't block Telegram for web.

Also you can try using the desktop app for Telegram and I assume it should work fine.

Telegram is blocked by Indian ISPs

Since when? I use Telegram daily and I have never seen any censorship when it comes to the usage of a messaging app. Especially telegram.

I should have been more specific.

Jio has blocked Telegram web links. When you try to open any telegram web link(s) under jio network, it will give you site can't be reached error.

However, telegram chat app is working fine.

Finally a good news for India after so much time. India was facing too much of criticism from the crypto community after the recent draft of ban on cryptocurrencies.
Now that Reliance Jio has announced to implement projects based on the blockchain networks we can finally be positive about India not banning cryptocurrencies completely.
Ambhani talked about blockchain not about the jiocoin right?

Then why you were relating crypto currency draft bill with implementation of blockchain.
Yeah I know implementing blockchain based projects and banning cryptocurrencies are two separate things but I am hoping that if Reliance is implementing blockchain projects then may be they would use cryptocurrencies too. Now since we all know that Ambani and Modi are such good friends, if Reliance would use cryptocurrencies then Modi would not let cryptocurrencies be banned in India as per the recent bill drafted.

Telegram is blocked by Indian ISPs, so search manually as Erika said or use VPN.

ISPs have not blocked Telegram at all. I am regularly using Telegram without any hassle.
