I see this is the same as what is displayed by LoyceV, is this different from her or is this the same as her, hopefully this can help those who create an account

I think we have the same powers, I haven't added many to my whitelist but I don't think we have a limit on the number we can add per month.

One problem is that I don't know if other members have whitelisted group requests or not. Huh I also have to keep the list manually.

I tried to reply to people with your phrase like "You have been whitelisted now you can post freely" but I notice that some of them don't come back even though their email address is personal and they have a lot of activity.

Someone emailed me a screenshot of his payment: he paid 1198 sat from an exchange, but paid 33 times that amount on withdrawal fees.

There is another problem, which is that many wallets have a minimum (dust amount), so many users pay more than what is required of them.

I don't think someone who wants to spam/scam would ask to be whitelisted for free (monitor their activity for a while) instead of paying $2.
I've seen ICO/NFT/scamcoin-creators and bounty spammers ask for whitelisting.

The only drawback will be for beginners who either don't own bitcoin or don't know how send bitcoins with lower fees (mostly they use poorly programmed wallets that will force them to pay more fees)

Up to this point, I whitelisted 4 accounts and ignored 7.
The requests that I ignored either because they did not contain the username or suspicious that I think it's an alternate account of spam/banned account.
In general, many accounts are now sending the username. Consequently, few requests are being ignored.

I think this might inadvertently encourage people to email the IP-ban email address listed on bitcointalk for free whitelisting which will get them banned for real.

I don't think someone who wants to spam/scam would ask to be whitelisted for free (monitor their activity for a while) instead of paying $2.
Also, if he creates several accounts he can reduce the fees by batching them together instead of trying to get a clean IP address.

But, do you have a way of banning people if they turn into spammers / scammers?
Do you know how "evil" the evil IP is?
I already PM @theymos in this regard, I have not received a response yet.
we will not be able to find out anything so I will add the user to the watch list.
I think such lists will make spammers think twice, they don't need to attract attention, they will pay Proxyban fees which is often less than a dollar.

Otherwise you are just adding to the work of the mods.

Negative trust/report will suffice in a lot of cases although it would be nice to have more powers over those you have added to your whitelist.

Do not forget that many beginners may not own Bitcoin and it is wrong to make them leave because they registered with VPN or Tor.

I posted something else and just deleted it since I missed the email address you posted.

Good concept but there are a lot of IPs that are blocked for a reason.
And a lot of people who spend their days hitting the report to moderator button 100s of times.

Background

Only abused IP ranges have to pay a fee. The fee is an anti-abuse measure, and it is not meant to be (and isn't) much of a source of revenue.
However, these IPs have evil for a reason. If it was sufficient for them to just solve a captcha or something, I'd have them do that. Before whitelisting someone, you have to do something to be pretty sure that they're not evading a ban and just going to get banned again. You may get the impression from complaints on the forum that everyone hits the fee and it's never warranted, but this is selection bias: the fee is more rare, and the vast majority of accounts that hit it should not be whitelisted.

I can now whitelist people for free.
I will ask you a few questions, and after you are added to my white list, your name will be placed on the watch list below.
if you adhere to the forum rules (do not spam,) you will be removed from it.

If you are a trusted member and want to vouch someone, PM me.
