You do know the ROI of tweets is based on how much a user engages there followers, when there are no tweets or it looks super spammy with just link will actually cause people to ignore it even more. So paying for this would be worthless.

So based on your deep analysis every new Twitter accounts look "spammy" because they have no tweet? It will look like any other account where there is promoted content (promotion ≠ spam) and all the tweets will be related to an overall topic (as described above) — the meaning of the handle — therefore making it worthy of attention. And who said I will not engage with the followers? It won't just be promoted tweets, I will myself use the accounts, I just need a reason to.

What's your secret to getting Twitter to hand the accounts over to you?

When hoarding becomes a business that's called investing so domain investor will be more appropriate.

Twitter didn't hand these accounts to me.

Sadly the value of a "thousands" of followers twitter account is ~0. This would be an example. If you have anything with 1mn+ we'd be maybe interested to hear.
