Are you absolutely sure that you downloaded Electrum from the official website and that you don't have a fake/phishing version of the wallet? Check your browser and download history to be sure, don't just say yes as a guess. Did you verify the signatures to ensure the executables were signed by Electrum's team of developers? Finally, have you used that software before, and were you able to receive and send bitcoin without issues?

I got this issue weeks ago, and I had to upgrade my Electrum wallet, before I was able to use Increase fee feature. I'have never gotten this issue in the past, and  Electrum developer team maybe only deployed this mandatory update to use Increase fee feature with very newest versions of the wallet.
A little bit of history; "increase fee (rbf)" option has been available even since version 2.7.0 on October 2016 if the user has enabled "Use replace-by-fee" option in the settings before creating the transaction.
In version 3.1.0 on March 2018, the setting is ticked by default so the increase fee option should be available unless the user disabled that setting.
Then in 4.4.0 in #e1dc7d1, the setting is removed entirely and enabled opt-in RBF flag to transactions created by Electrum.

FYI, opt-in RBF flag is in each transaction data, not the client.
So if your transaction didn't have an opt-in RBF flag in the first place, using any Electrum version wont enable opt-in RBF Electrum features on it.

Latest Electrum wallet upgrades, does not allow users with older wallet versions to use Increase fee feature.

If you use older Electrum versions, you can broadcast your transactions, but if you want to Increase fee (Bump fee), you can not do it.

OP must check his Electrum wallet version first.

If this is the actual name of the Electrum binary that you've downloaded and you haven't renamed it:
That's fake, Electrum for Bitcoin isn't named "Electrum-btc" by the developers and there's nothing in Electrum's archive download page that matches that appimage's name.
Check the names here: https://download.electrum.org/4.5.8/.

Until proven wrong, don't put any significant amount to it since some fake wallets wait for higher balance before deciding to sweep.

First make sure you have the latest updated version of Electrum wallet.
In all new versions RBF is enabled by default for all transactions, and you can always increase the fees if you want to speed things up.
You didn't say what fees you used, but you can check the mempool, fees are low currently:

Yes, that is true. But it is worth knowing that if the transaction is broadcasted on Electrum, the transaction will support replace-by-fee. It can not be disabled like it was in the older versions like version 4.0.9 and below.

But there are still wallets that does not support opt-in replace-by-fee.

Edit:
I made a transaction using coin control just now on the testnet version 4.8.5. While I wanted to increase the fee, I changed it from 'decrease payment' to 'preserve payment' and I was able to make use of increase fee.

But i could not find any button, menu entry or a setting like that in my Electrum-btc-x86_64.AppImage on Linux. My app language is not english.
Is it because I have selected outputs on a Coins tab or what to try?
Look at the left top corner of your desktop electrum wallet, you will see tools, put your mouse on tools and click preference, you will see the language check if it is not in English and change it to English but electrum is in English by default setting. Electrum is RBF by default and, you can go and increase the fee from the fee slider by clicking on your transaction and it will display. You can use CPFP if you care.

Replace-by-fee is by default in Electrum and it can no more be disabled since many versions ago. All transactions made on Electrum are support opt-in replace-by-fee.

Later under same Electrum app version, different TX, I could see the RBF option (increase fee). I do not know why not before. In this second transaction I have used coin control - numerous outputs selected on a Coins tab. All from same wallet of mine (same as in 1st TX, IIRC). I think that I did it like that also in my previous transaction where RBF option was missing. What may be different is that this time, I have selected static fee, custom amount. I could also see that RBF is True before broadcasting this TX.
