If you see a thread that's off limits due to your ranking status, simply morph it so to continue the dialog by creating a new thread in off-topic unless the topic is better suited in the Politics & Society section for example.

No it's not like that, serious discussion board does not require any specific rank to enter but as the name suggests you should not even go there if your intention is of money making only visit that board if you really want to contribute something to this form or you have a very good idea about something by the way you can read others topics about their discussions people are making very awesome stuff there.

Why there are some threads that we cannot reply to it. Just for watching and notyfing. And also how so do I make such kind of a post?
You cannot reply on threads that is locked. Your post must be related to the topic your replying if not its an off topic post that you made. 
yeah we need to have more acitivty to reply to some threads. I wish we would get higher easier

I think you are referring to the serious discussion thread. I have the same problem and so I assume that low ranked users are not able to post in this thread. Maybe there are some threads on this bourd which require at least a member rank to talk in but I don't know the answer.
