If a *person* knows the forum rules , then in this case he will be able to handle the reports.

"Just because you know something doesn't mean you could do it!" You may know how to write a novel but that doesn't mean you could be a novelist as you may lack creativity, thinking skill etc...

Now I do not think new moderator is needed (maybe only for the local boards, if someone of us can speak/write (fluent) various languages maybe he will have a high chance to manage that section ).

Local boards such as Russian and Italian need a mod but for Italian board, as Hostfat said he could manage it himself, I doubt theymos will add a new mod.

I disagree with this. Even though a person must know forum rules to be a staff but a person who know forum rules may not be able to judge the reports.

At the end it is also a question of rank, because a newbie doesn't know all the forum yet and he may be in difficult to moderate it (that's obvious).

Like I said, a person can be a moderator if he is fit as a moderator.

People like full member and above have a high chance respect the other low ranks (this is only a personal opinion).

You have a valid point but I think title "staff" is more valuable than title of "rank".

im against this issue with the rank, some people are not an active poster, he could be just a silentreader, therefore his rank maybe lower than an active poster, what matter the most is the knowledge of the forum rules and the respect to the other member ( this is also my personal opinion )

Yes offcourse if you are hero or above member here, and your reporting percentage is good then you have a chance to become a mod here.

There is no certain rank for becoming a mod. Persons can moderate are fit to be a moderator regardless of their rank but Newbie usually isn't a good idea because of the time limit IMHO.

The benefit for you is that you will see this forum with lesser spam post/spammers but if you are talking about reward there is none given if you report it

You don't get anything, if that's what you mean. However, you are helping us a lot if you report posts that don't follow the rules. It makes our life a easier if people report stuff, because we can't read every topic and follow every discussion.
