I don't think I'd be against blocking newbies from posting in there but it's hard to force people to read rules. The Lending section is pretty much pointless now anyway. The only people who get loans are those who have the same amount in collateral but if they've got sufficient funds why do they need it in the first place? Most of the time people are probably just taking loans to quickly build up rep which in the long run is likely going to lead to a scam.
Finally, A forum staff who agrees with me.

It would be a waste of time. If there's a stock set of questions people will just google the answers and someone will just write a guide on how to pass them. People should probably just ignore newbie loan requests because they're obviously not going to get filled so they're just wasting their time.
They would still need to read a guide and the rules will still be engraved into their heads so they cannot say the "I am sorry, I didn't notice this" excuse when they are painted with red.

hmm, Maybe create a quiz that the users need to pass to prove they indeed read the threads. I dunno but there might be another way too.

Or maybe create some rules for the lending section and we could just report the threads that don't follow them.

It's definitely possible to do something against that but that may require some time to implement and resources and It's not a priority in

What about just preventing a certain low rank members to post a lending request. I agree to them that it will not make any difference because even when they clicked on it and stayed for a few seconds, there is no guarantee that they did read it.
People just have to ignore those kind of requests that obviously does not comply with the sets of rules that most lenders will ask for.

The point is about preventing low ranked members from posting requests. There could be newbies who want to take loans with valid collateral. There could be newbies who want to lend.
I did said request, didn't I? More of a reason why prevention really won't work. Ignoing them is the only option or now to stop them from making those scam attempts.

As for the rules posted there , 1) they are not official :

and 2) Moderators don't remove likely scams so users should use their brains and simply don't give any loans to those who don't provide any collateral's so at this point , reporting won't do much. All you could do for the moment is leave a negative trust or ignore the thread.

How are you going to check If someone read the sticky or not ? just by visiting the URL ? that wouldn't change much In my opinion. In fact , I don't even believe that users don't read the stickies because they do follow the format while posting in everything except when It comes to provide a valid collateral. Besides , that sticky clearly says "IGNORE AT YOUR OWN RISK!" .

Exactly much hard to make sure whether that person read the whole post or just visited the link. I'm agreed with you.

I would agree with you. Just like the terms and conditions on any sites that you were registering (Only those who are concerned/interested would read those and yeah that doesn't prevent any bad thing that the certain person thinks nor can reduce the chance of being scammed).

In Collateral I Trust.
I have considered creating a thread about this for a long time now. I am really tired of seeing users who haven't even read the sticky threads create a loan request thread.

Wouldn't it be better if there was a requirement to read the sticky threads before one can post/create a thread in Lending? It would definitely reduce the number of loans requests without any collateral's.

Won't make any difference.
1. Many "Newbies" have been around scamming since the start; they know about the stickies, they don't care.
2. There will always be the cry of "I didn't know the rules" when faced with a Negative or a ban.
