I think that operations should be in the hands of the core project. Can't outsource shit like that.

Pick up a management book or two, craft a plan, and stick to it. It's easier and more effective than if you put the fate of your project in the hands of peasants. If you are looking for a bounty campaign manager, that is different, but if you need somebody of the project and deal with the operations, which in the case of an ICO is media.
ICOs are media companies, trying to sell participation into ideas. Rarely does an ICO have a well-developed plan of action, for which confidence of success can be easily found.
