THAT WORKED! I was able to restore the wallet on a NANO S that didn't have a BTC wallet yet. I have sent the funds to myself and can be sane again. I must point out the Ledger "customer support" was non existent for this debacle and I'm glad I didn't have to buy a Nano S to do this. Thank you for your help here. I'm in on ETC, QRL, and IOP and hope that info is timely as well?!

I'm running Windows 7 on both the PC's I've tried restoring it to an Electrum wallet. I'll try a Win 8 (I have access to a Win 10, but I wouldn't own one)today with the latest version of the wallet. I also have a friend with a Nano S, shouldn't I be able to borrow his, create a 2nd wallet on it, restore mine, send them to myself, delete the wallet on his S? That sounds doable.

If you have your 24 words... I'm fairly sure that you DON'T need the security card. You can simply restore your wallet to a Ledger Nano S (or Electrum) using the 24 words to gain access to your coins. You ONLY need that security card if you wish to move funds OFF your Ledger Nano by creating/sending a transaction.

If Electrum isn't working (freezing/crashing), then I'd suggest that there is possibly something wrong with your computer/OS. What OS version are you running specifically? and what version of Electrum were you trying to use to restore your seed?

I swear on my eternal soul that I have read and attempted EVERYTHING provided through their site, many, many times on many different computers running different operating systems. I have followed EVERY minute detail, I did not leave anything out nor make any mistakes (not repeatedly anyways). Their "solutions" all FAIL! I can create a new security card, but without their firmware update tool functioning it's useless to me. Their tool: firmwareupdate.hardwarewallet.com doesn't work with any Windows OS using every last instruction, adding plug up bridge and text extensions to chrome, everything, it does not work! Apple computer, tried it repeatedly, no go! I do appreciate you looking and finding that, but when I say I have many hours into this, I'm not an IT guy, but I'm bright and very motivated, this is being ridiculously complicated! Stressful, oh just a LOT! I'll just keep it real I'm a commercial janitor, I clean other people toilets for money (lots more, but that too), and this is enough to buy a nice car, it means a lot to me. This hasn't just cost me many hours trying to retrieve the funds, I'm going to be addicted to xanax by the time this is hopefully remedied  because that's the only way I can sleep because of this. If this would have required little alone mentioned a security card before taking funds perhaps I could just accept it as my mistake, but it didn't and thereby Ledger should not be MIA now, not for weeks! Not without a working and documented solution available, which presently does not exist. I remain hopeful, but patience is one thing and this is another entirely.

This information doesn't suggest that a Nano wallet can be restored on a Nano S without the Black security card cipher. This is the KEY! Also I have repeatedly tried restoring it on a MEW and an Electrum Wallet, never works. Electrum freezes up or just crashes. Different computers, same results. If anyone has successfully restored a Nano (not S) wallet on a Nano S specifically without the black security card and then been able to retrieve their funds please share that. 3 and 1/2weeks without customer support from Ledger and counting. It did not require nor mention a security card while taking the funds, it may be my fault for not having the black card now, but ultimately it shouldn't take funds and then not send them with the exact same protocols! It's supposed to be a wallet.
I saw that you said "Nano S" before (by mistake?), which actually doesn't come with any security card. In this case, I can't really answer you. But IMO it should work without the card.

Edit: I'm reading Ledger's support guides and if I understood correctly, the security card works as your PIN. So when you can restore your wallet, you can create and associate a new security card. Read this: https://ledger.zendesk.com/hc/en-us/articles/115005211265-I-lost-my-Security-card

The 24 words phrase is everything you need to restore your wallet in a new device. If you don't know how, this guide with pictures may help you[1].

I understand, the wallet was created on MEW but without selection Nano S option. So I guess the only way would be to transfer the tokens and Eth to my Nano S address.

The answer is no, as what explained and answered above.

You can't import any keys to your ledger unless it was created and generated from your own ledger device

If your MEW wallet was created when you choose "Ledger Nano S", yes. If you are talking about an old wallet created manually without your hardware wallet, then no - since you can't import individual keys into a Ledger.

How do I restore a Ledger Nano Bitcoin wallet on a Ledger Nano S?
When the Nano S asks if you want to "Configure as a new device?" click the button for the "X" symbol:

Whether you're talking about Ledger Nano or Ledger HW.1, they both should be recoverable using the seed on any other Ledger device (or a BIP39 compatible wallet).
