what temp does the CPU get too? Run a burn in test to see if it is shutting down due to reaching thermal limits

What happens exactly is:

When I turn on PSU all the fans of GPU's and cpu cooler begin to spin, RGB light starts to glow from PSU, then 2-3 seconds later, they stop all and then do it again. The pc is constantly restarting not even getting in windows/boot screen. I am using Windows 10 btw.

Thanks for reply. I currently put back the old cpu cooler that u get for free with a cpu. That worked fine before. Enough thermal paste. What can it be? One of my friends said: maybe you moved Motherboard and its touching metal but thats not the case? I am concerned as I puzzled with this for about an hour now lol. Shouldnt have wanted to replace... everything was going well xD
