I think it is possible for a petition to push for the addition of ripple to coin base and if that happens it will help more people buy and hold ripple
It won't get list with just a bunch of signatures, the people at Coinbase has to make the decision to put Ripple on their exchange. There is a lot of shady price movements on their price chart.

If coinbase will accept XRP,they did it a long time ago which didnt happen,so it means that will remain the same.Coinbase doesnt want to have a centralzied shitcoin in their exchange that is why XRP wont have a chance,it is for the greater good because if this coin dominats the market cryptocurrencies will eventually become centralized just like what XRP is.
This is true,if coinbase will really accept this coin they have done it a long time ago which didnt happen.They could accept XRP when there is strong rumour last year that caused a lot of people to get FOMO,that turned into bloodbath from the investors of XRP,because the FUD has been around for while that cause a lot of people being fooled.

Does anybody know why it isn't already listed on Coinbase? Seems like it's popular enough and has large enough market cap that it should have happened a long time ago. There must be some other reason...in which case a petition may be pretty useless.

ripple is not a cryptocurrency this petition is pointless
This petition may lead to the listing of Ripple on coinbase though I don't trust XRP due to its relative centralised structure ( which is a major inconvenience that may seriously influence XRP push ) .
Also, there are other coins that are better than XRP & that are more probable to be listed on coinbase
