No. 12 USD per day * 365 days in a year = 4380 USD. This is with the current difficulty and is surely to be different (lower) as time goes on.
It's very safe to assume that you won't really make 4380 on the first year but less, unless Bitcoin's price increases to reflect the increase in mining difficulty.
You should also account for the reduced hashrate from the broken hashboards the S9 frequently exhibits. It's actually a horrible miner in terms of reliability but most likely the only profitable one.

That would be if difficulty remained the same, you need to remember that difficulty will increase over the next year, so each time it does so your profits will decline. Since these are currently the most efficient machines out there, if anything can break even and then profit these should be them. Mind you with the estimate of 3000$ per machine being high if you manage to buy your equipment direct, this ROI might be lower. It's hard to predict the future, but you should do your own research to make sure mining is for you.

Assuming a 13.5TH/s batch, 1323W power consumption at the wall with Bitmain's PSU, $0.06 electricity and a $3000 price for one (which isn't always the case, just an average), you should expect to break even in 235 days if the price-to-difficulty ratio remains the same.
That's currently 0.00233658 BTC, or 12.73 USD daily.

What you want to do is look up a mining profitability calculator. You can use this and input your data it will give you  a breakdown profits and ROI. These usually only calculate based on current difficulty and give you an idea what to expect.
