You can't add the option to a topic that already exists.
I've tried adding it when I was making the topic? Although I've checked right now and I do see the option when trying to start a new topic. Strange.

I see. In Alternate cryptocurrencies; I've already started it and even did look under the additional options when I was writing it, but I saw no option to moderate the thread.

Weird. Did you try different child boards maybe?
That's from the altcoin section.I've also checked on here and I don't see it.
It's under the additional options section at the bottom under the text box.
