I ordered a few 1070s from Nvidia's official store store a month back and I can confirm the thing with payments. I used my PayPal Balance and the payment was charged immediately, but with credit cards they're charged on shipping. You'll be charged once the order's going out, just be patient and wait 'till that happens.
Can you share the link here because there are some fake Nvidia website out there so beware.
