i`m pretty sure you can run it on any configuration which can run win32
Or a GNU/Linux like ubuntu, which may be a better prospect for old hardware.

CGMiner takes only a tiny bit of RAM and minimal CPU cycles to run. Ideal for those USB miner sticks.

I'd go through network with 3 Antminer S1


You don't need any PC for those (except for setting them up, but you could so that on anything with a web browser).

If you mine scrypt you need 2GB or your hash rate will be low

I can't find any hardware specification for it.

What I need to run cgminer in terms of memory, HD and CPU?
