I believe that Aliyev is forced to be on friendly terms with Putin, since Azerbaijan is much weaker in military terms than aggressive Russia. Azerbaijan officially positions itself as a neutral country, not a member of any military bloc. The only thing that brings Azerbaijan closer to Russia is the nature of its power - it is dictatorial. However, if the Russian Empire is aggressive, then Azerbaijan is a peaceful country. To much to think about and too many dangerous ojects running around. In the end, this is a country at war, there's little they can do to keep a credible safe airspace when there are continuous attacks. This could have been different at the beguining of the war, but now it is not only Ukraine who would need to be considering closing airspaces.
