1, BTC-e is Russian in Russia
2, BTC-e had occurred once
If the guy didn't have 2FA then he only has himself to blame. By now everyone should know the only and best way to keep your coins safe on an exchange is with 2FA AND even then it's risky. I doubt any exchange would pay back stolen coins if the customer didn't enable 2FA.
