Russia authorized crypto in 2020 but they not granted authority for payments bia crypto because they think it can be source of transfer money in black to white which criminals can use.
Did really they? AFAIK, they're like India and China that imposes ban from time to time. A change after a ban still led to a ban. But this year, India has changed, Russia as well, we don't know if the same idea would be seen with China.
Going to Russia, the news has blown up and they're likely to be a crypto friendly country soon. However, the most intense news about them isn't this crypto related one but the border disputes and warning of war.

As someone who hails from Russia, then I'm sure you know best how this situation has unfolded in the last few weeks with the government in your country. I don't really believe in the news because maybe it's just another attempt to get more exposure to the news platform from its readers, so there's still a chance it's a plan that isn't entirely acceptable.

So far, suggestion a and suggestion b are still unclear, so which one do you think is the most likely to get support from the government?

Try to stay calm in any situation because only then will you win. The bad news [FUD] and the good news are two reasons why the bitcoin price is moving so fast. Remember how China made bitcoin FUD a while back, but all of them can't affect bitcoin in the long term. However, compared to Chinese FUD, the impact of the Russian news is not that significant on the bitcoin price especially if you consider the duration of the decline as the bitcoin price has now traded above $44K again.
Recently, encouraging news has been coming from Russia that, finally, they can not only legalize cryptocurrency, but also recognize it as a means of payment. This is almost unbelievable given how harsh the negative law regarding cryptocurrencies was recently passed there. Allegedly, the recognition of cryptocurrency as a means of payment is now supported even by the Central Bank of Russia, which previously was an ardent supporter of its complete ban.
In Russia, however, very often there are absolutely opposite opinions about cryptocurrencies from the lips of top officials. Therefore, it is better for us to wait for the adoption of specific regulations.

So, personally, as someone who's living in Russia, you don't think this declaration truly amounts to something?

I was actually quite surprised how things have taken a U-turn rather quickly. There must have been a heavy reason for it. After all, the earlier proposed ban on crypto last month must have been backed with more or less sufficient research.

However, even the latest declaration which seems pro-Bitcoin is probably not, not when it could only be used "with full identification, through the banking system, or via licensed intermediaries." And certainly not when "transactions of over 600,000 rubles (roughly $8,000) will have to be declared or will constitute a criminal offence."

Bitcoin is money, crypto or more correctly cryptocurrencies that are altcoins are not money. Majority of them are virtual bets.

As much as we all hate regulations, there is no way we can escape the power of the state. I am personally not against regulations if the intent is to make things a lot better for the players within the industry and is not meant to be a big burden to all. Of course, at the center of regulations is taxation and a certain level of control for those in power...but it can also mean that there can be a more open ways of doing business for those involved with cryptocurrency and legacy banking system can then start doing business with the industry. This is not the ideal vision we all want but this can be a lot better than what China did in 2021. Russia is a big market for cryptocurrency and mining and if soon they can boom and grow tremendously then am sure that the government will most likely start listening to stakeholders and work with them for the benefits of all concerned.

From what I read, Russian government wants to utilize the wasted energy which the country generates or use. This is a dispute that gets related to the ecos of war in Russia. Moreover, every Bitcoin platform must get registered under the database of the Russian Government. So, they can milk taxes from her citizens through the cryptocurrency activities happening in Russia such as mining. The fact that they are focused on energy shows that they'll be working on Mining of bitcoin for rewards.

They really need to do it because the miners are getting some big money nowadays but if the taxes are high, I doubt that they still continue their operation because these guys are also paying some huge bills. plus the additional taxes, their profit will be cut but if they still can have some decent amount of income despite the taxes then they would not stop their operation and they might get some other miners coming to Russia from other countries that are hostile with bitcoins.
