The American sanctions are a joke. They had very little impact on the Russian economy. Initially, the economy dipped slightly due to the fall in crude oil prices. But now the GDP is growing again, thanks to the stable crude prices.

Vladimir Putin signed an order forcing all ISP's to collect and store every single byte that goes through their network, something which is pretty much impossible to do. And they want the ISP's to pay for this. This means that citizens have to pay higher internet bills so that the government can spy on them.

They are also trying to put government backdoors in all encryption, by forcing ISP's to block all encryption that doesn't contain a backdoor, prosecuting people for using non-backdoored encryption and forcing companies to hand over encryption keys.

Also, the US government has limitations on their spying powers and, in theory, is not supposed to be able to spy on their citizens, though they have found various ways around this, such as if a US citizen sends an email to a foreigner, that email can be spied on. Russia on the otherhand is straight up doing it to their own citiziens with no limitations on their power.
