My fan setting is around 70-90%, the highest temp is 73C. It should be good if we could reduce temperature below 70C, but IMO under 75C is acceptable.

My rx 460 reboots my pc when disconnecting from the team viewer or closing ethminer, is it normal?

Yes, it is better under 75C to prolong GPU lifespan.

You can set it to 60-70% constant, make a custom fan profile, or use claymore fan settings if you are using claymore ethminer to mine.

Buy this gpu RX460 4GB Gigabyte, unmodified. When mining Musicoin with Etheminer the temperature of the GPU shoots to the 78°C, it takes to guarantee, I returned to the days telling me that in stresses it reached 62°C as maximum (also that card I rebooted the pc after a few hours ) I'm testing it now if I restart the pc again. I have a RX470 4GB that has a year of use, it works normal in 69 ° C without that I restart the pc.

GPUZ shows your fanspeed at 33% full load.  So go download MSI afterburner and set a custom fan speed.
