Buy single rail psu or server psu, they are more suitable for mining.

Not a problem let us know how it goes. I wish I had a better anwser but once you get that PSU with 4 separate pci-e cables the good news is I think that S5 will start to hit full speed
with no problems.

Do you happen to have a different PSU you could try? I have a feeling you are trying to get the ~ 590 W (at the wall) from two pci-e cords looking at that PSU online. If you happen to have a PSU with 4 different PCI-e cables (not plugs) and has enough watt's as well I think that will fix your problem.
But after PSU i would look at the following:

But again I think this is going to be about PSU just from first glance.
