You probably know but it takes 5 minutes until your s9 get s connected

Exactly, the "connection refused" message is normal until the miner actually starts. It in itself is not a good indicator of any issues. Check out the kernel log for more details after letting it sit for 5-10 minutes. Also, make sure your pool settings and network settings are correct.

Hi guys I just open a S9 for maintenance, I just brus the dust from the cards with a soft paint brush and put it back togheater. I do this once Every two months or so. So far with no problems, this time one S9 displayed this massege Socket connect failed: Connection refused. An two of the hashing boards wont work.

I've tryed intalling every posible firmware available even old ones I found in this forum and nothing. Can any budy help me?

s9 are famous to break down even if disconnected from internet,one or two boards can go off easily because of that
you should take pictures of your boards and the pic of the miner's display when working for people to be able to help you
the most likely reason is your boards controllers or the boards went poof,or you haven't connected things properly

Well since you took it apart and put it back together and it doesn't work, that's the key. Take it apart again and as you put it back together look closely at every connector for bent/broken pin or socket.  Check the ribbon cables where they're crimped at the connector.  Anything that might give flaky connection when plugged.
