Sure in any virtualization systems, virtual machine use resources of dom0. dom0 is your host, so of course you're going to share resources. I meant virtuals sharing resources with other virtuals does not happen with our service. In some cases over allocation can occur and some hosts assign more memory or processing power than is actually available.
Any resources allocated to your VPS are going to be yours. We don't over allocate is what I meant by it. So we dont have "burstable" memory.

Not certain what you mean by that. As far as I know, all but the 30GB servers are shared with other VMs on the same physical server. I would consider that being shared, even though the domU is not.
