Can you use the safe pal X1 model with electrum as a cold wallet?
That particular model doesn't have the air-gap signing support for p2bt export/sign workflow.
And even 'S1' / 'S1 Pro', its QR Code feature has encryption which will only work on their official wallet app so you can't even use the Camera + QR code method.

On the other hand, USB/Bluetooth linked wallet will only work if their developer write an Electrum-plugin (easily said than done),
Then, they must send a Pull Request to Electrum to be officially included to the release binaries.

I don't think so. Safepal doesn't seem like a popular hardware wallet and as far as I can tell by looking at the code Electrum only supports a handful of them, you can their names here:

Move your topic (there is a button at the bottom right side of this page) to the Electrum board, maybe others have more information on it in case I am wrong.
If not, open a new issue on Electrum's repository and ask if they can add the support for it in the next version. https://github.com/spesmilo/electrum/issues/new
