i can understand what you are trying to achieve here. since the price of bitcoin in the indian exchanges are higher than the international markets you are trying to make some profits if you are able to purchase some coins with your currency from international exchanges.I am sure you could purchase using your credit card .

As I know fro other Indian exchangers, bitcoin is very expensive there. A lot of them, buy first Perfect Money, which is more cheap, than convert in Bitcoin, if need.

these two are not possible together at the same time. right now everyone in India is trading bitcoin at much higher prices so if you want to pay with Indian currency you have to pay the higher rate. places to do that are localbitcoins and zebpay
but if you want to buy the market price you have to have USD and have a way of paying it for example it can be Paypal, other online wallets like Perfectmoney,... or Credit cards

But how to pay them. Because users will not able to charge bank cards and Indian PayPal has many restrictions (still PayPal payments are not accepted unless trusted in forum).I guess they need to convert their money into non-reversible e-currency like PerfectMoney, then must try to trade with other forum members.

Find local guy or merchants of perfect money, okpay etc and buy dollar at normal rate. With PM and OKpay you can easily buy bitcoin at market rate+3% around rate. Than sell them in your indian trading platform, i don't think there is any other way for you to simply buy bitcoin with indian rupees at cheaper price/international market rate.

If you have money in any other payment processor, you can exchange them to Bitcoin at low rates. Also you can try to trade INR BTC directly with people based in India to get low rates.
Or you can try Indian based sites/company(online) to transact via local method and get it done if you need it ASAP, But the price are quite high than the last traded price

Xapo has some different options to buy bitcoins from every country so from India too, I guess you will be able to buy bitcoins by using them. I guess bank wire transfer will be the common option available to many country people, but that may take days to get your funds credited in your xapo account.

What payment method you have?
